Since its launch earlier this year the DBCE has led a commitment to building a safety-first culture throughout the dry bulk shipping industry. Dedicated to the administration of the Dry Bulk Management Standard framework, DBCE’s focus is on minimising accidents and enhancing operational efficiency, to ensure that the health and safety of seafarers is paramount. 

In the last decade, there have been over 2,000 bulk carrier incidents in which more than 200 seafarers have lost their lives. These statistics are unacceptable and, in many cases, avoidable if the right safety measures are put in place. DBCE is dedicated to driving a reduction in these incidents by helping ship managers improve how they manage vessels and build upon minimum standards. 

Implementing change 

The DryBMS framework is a self-assessment tool developed by industry experts for ship owners and managers. The framework’s purpose is to help raise safety standards from minimum compliance to operational excellence by introducing best practices on board and ashore. The DryBMS provides targets and detailed guidance aimed at improving safety at sea across 4 key areas: Performance, People, Plant and Process. 

Each of these categories has 4 levels of attainment: Basic (meeting existing legal requirements), Intermediate, Advanced, Excellence (which allow companies to identify processes, procedures and practices that are beyond compliance).

By urging the dry bulk shipping industry to subscribe to the DryBMS framework DBCE hopes to realise its vision of helping to achieve safer, more sustainable operational practices and safer seafaring for all.
