Procedures don’t keep the watch. Verified practice does.

Every well-run dry bulk operator already has navigational procedures, passage planning standards and a BRM policy written into its safety management system. Yet navigational incidents continue to feature prominently in the sector’s casualty statistics, and the investigations that follow rarely uncover a missing procedure. What they uncover is drift: a slow separation between what the SMS describes and what actually happens on the bridge at 0300, in traffic, with a pilot embarked and a laycan closing.

That gap is the real challenge for safety on board ship, and it is the one DryBMS Subject Area 21 – Bridge procedures & standards – is built to close. The framework’s four maturity levels do not ask whether a company has bridge procedures. They ask how rigorously it verifies that those procedures are being lived.

Where Competent Bridge Teams Still Drift

Most navigational near-misses involve qualified, experienced officers on vessels with compliant procedures. The failure modes are behavioural and systemic rather than a lack of knowledge:

  • ECDIS safety parameters carried over from the last passage and never revisited – safety contour, safety depth and CATZOC treated as defaults rather than decisions
  • a master–pilot exchange reduced to a signed form rather than a genuine sharing of the plan, leaving the team monitoring the pilot instead of the passage
  • challenge-and-response eroding under authority gradient or commercial pressure, so a junior officer’s doubt never becomes a spoken query
  • alarm fatigue and distraction, with BNWAS, AIS and administrative traffic competing for the same finite attention
  • familiar routes breeding informal shortcuts that never find their way into a revised procedure

Intermediate: Making the Master the First Auditor

At Basic, DryBMS expects the procedures, checklists and ENC management that any DoC holder already has. Intermediate is where verification begins. The framework expects each vessel to undergo a master’s navigation audit at least once a year, in a format set by the company, and it expects the BRM competence behind that audit to be actively maintained.

Advanced: Independent Eyes on Passage

A master auditing their own bridge is valuable but inherently limited. At Advanced, DryBMS moves verification off the vessel and onto a fleetwide cycle, and it starts building ship-handling competence before command rather than after it.

  • navigation audits carried out on passage, on every vessel, within a four-year period – reduced to two years following any navigational incident
  • navigation assessments on passage, normally every two years, testing not just compliance but the effectiveness of the BRM programme itself
  • action plans from each assessment that specify training needs and are followed through to close-out
  • ship-handling training – on the job or in a simulator – as a prerequisite before promotion to master

Excellence: Data, Standardisation and Third-Party Assurance

Excellence removes two further sources of variability that experienced officers will recognise immediately: unfamiliar equipment and internal blind spots.
standardised bridge equipment specifications – GMDSS, VDR, ECDIS, ARPA – written into newbuild contracts, so that familiarisation is genuine rather than nominal

  • navigation assessments by suitably qualified third-party assessors, supplemented by remote assessment from VDR downloads
  • VDR replay software installed in the ship manager’s office, turning the recorder into a learning tool rather than a post-incident archive
  • audits that verify operational practice, personnel proficiency and record-keeping, with every resulting action closed out

The Leadership Dimension

Bridge procedures and standards sit within the Plant pillar of DryBMS, but their outcomes depend squarely on the People and Performance pillars. A remote VDR review of a routine pilotage, discussed openly with the bridge team and without blame, does more for safety on board ship than any number of re-issued procedures. The tight port rotations of dry bulk transport make fatigue a genuine constraint on cognitive performance, and no BRM policy survives contact with a chronically under-rested watch.
